The IEEE International Conference on Signal Processing, Information, Communication, and Systems (SPICSCON 2025) was successfully held on 21–22 November 2025 at the University of Rajshahi. The fourth edition of this flagship conference was organized by the IEEE Bangladesh Section and the IEEE Signal Processing Society (SPS) Bangladesh Chapter, in association with the Department of Information and Communication Engineering (ICE), University of Rajshahi.
The inaugural ceremony brought together a distinguished panel of guests and a large audience of researchers, faculty members, students, and professionals from home and abroad. The session was presided over by Professor Dr. Halida Homyra, Chairman, Department of ICE, University of Rajshahi, and Organizing Chair of SPICSCON 2025. The Chief Guest of the inauguration was Professor Dr. Saleh Hasan Naqib, Honorable Vice-Chancellor, University of Rajshahi. The dais was further adorned by Professor Mohammad Main Uddin, Honorable Pro-Vice Chancellor (Administration); Professor Md. Farid Uddin Khan, Honorable Pro-Vice Chancellor (Academic); and Professor Dr. Bimal Kumar Pramanik, Honorable Dean, Faculty of Engineering, University of Rajshahi, as Special Guests.
From the IEEE and BUET community, the conference was led by an esteemed leadership team: Professor Dr. Celia Shahnaz, Department of EEE, BUET, served as General Chair; Professor Dr. M. Imamul Hasan Bhuiyan, Department of EEE, BUET, as Organizing Chair; and Dr. Shaikh A. Fattah, Chair of IEEE PES HAC and Professor, EEE, BUET, as Technical Program Committee Chair. In her presidential and welcome remarks, Professor Dr. Halida Homyra highlighted the importance of SPICSCON as a platform for advancing research in signal processing, communications, and intelligent systems, and thanked IEEE Bangladesh Section and SPS Bangladesh Chapter for entrusting ICE, University of Rajshahi, with hosting responsibilities.
Over the two days, SPICSCON 2025 featured keynote and invited talks, parallel technical paper sessions, tutorials and training sessions, and vibrant interactions among participants. Researchers presented recent work spanning signal processing and machine learning, communication systems and networks, information and data science, and a wide range of emerging systems and applications.
The Closing Ceremony of SPICSCON 2025 was held in a warm and celebratory atmosphere. The dais included General Chair Professor Dr. Celia Shahnaz; Organizing Chairs Professor Dr. Halida Homyra and Professor Dr. M. Imamul Hasan Bhuiyan (Chair, IEEE Bangladesh Section); Technical Chair Professor Dr. Dipongkor Das, Department of ICE, University of Rajshahi; TPC Co-chair Professor Dr. Emdadul Haque, Department of ICE, University of Rajshahi; and TPC Vice Chair Professor Maniruzzaman, Electronics and Communication Engineering Discipline, Khulna University. In their reflections, the technical leadership emphasized the strong quality of submissions, the dedicated work of reviewers and session chairs, and the role of SPICSCON as a bridge between academia and industry.
A Crest Giving Ceremony was held to recognize the contributions of key organizers and volunteers, including members of the Technical Program Committee, publication team, finance and local arrangement committees, and IEEE leadership. This was followed by the the Best Paper Award of SPICSCON 2025 was also announced, honoring outstanding research presented at the conference and acknowledging the efforts of authors and reviewers who upheld rigorous academic standards.
In the final part of the program, Organizing Chair Professor Dr. M. Imamul Hasan Bhuiyan delivered his closing remarks on behalf of IEEE Bangladesh Section, followed by Professor Dr. Halida Homyra, who formally declared the conference closed. A vote of thanks was extended to all dignitaries, keynote and invited speakers, authors, reviewers, session chairs, volunteers, and participants—both onsite and online. Certificates and logistical announcements were made, and the event concluded with a group photo session, capturing the successful completion of SPICSCON 2025.
With its rich technical program, international participation, and strong institutional collaboration, SPICSCON 2025 has further strengthened Bangladesh’s presence in the global research community and reinforced the role of the University of Rajshahi and IEEE Bangladesh Section in advancing signal processing, information, communication, and systems research.
