  2. Research Associate, Centre for Applied Policy Research (CAPRe), Gulshan, Dhaka, Bangladesh. From July, 1995 to February, 1997. Worked in two projects as follows:
    1. ‘Government baseline Study’. The Project was funded by the Ford Foundation and it was headed by Jorge Berenstein.
    2. ‘Local Issues on Local Government’. The Project was funded by the Swiss Agency of Development Corporation (SDC).
  3. Consultant, Bangladesh Unnayan Parishad, Dhanmondi, Dhaka. From March, 1997 to August, 1997. The Project title was ‘ Small Enterprise Development and Promotion- Formulating of a Package Programme’ and was funded by SDC.
  4. Institutional Development Advisor, Bangladesh Water Development Board’s (BWDB) Systems Rehabilitation Project (SRC). From March, 1991 to May, 1995. The Project was funded by the World Bank, Europian Union and the Netherlands. The main job was to develop a 3-tier water user’s body for Buri Teesta Irrigation Project. The experience was then diffused to other irrigation projects.

Summary of the Completed/Ongoing Assignments on
 Relevant Work

  1. Worked as Researcher in the Centre for Applied Policy Research (CAPRe) under the project “Governance Baseline Study”- funded by Ford Foundation during March 1995-March 1998. The assignment was to evaluate the effectiveness of the Local Government (LG) and the relation between LG with all the government and non-government agency/offices at the local level and with the local people and also analysis of the findings and finally report writing. In addition, intensive field trip with research assistants was done around the country, to do interviews to the Union Parishad chairmen and members, secretary, local elites, business leaders, NGOs and government officials.

 

  1. Worked as a researcher in CAPRe under the project “Democracy Partnership” funded by USAID during 1997-98. The principal assignment was to analyse the activities of some of the small scale NGOs who are working on the empowerment of the grass root people and under this program the activities of Rangpur Dinajpur Relief and Rehabilitation Service (RDRS) in Rangpur, and Friends in Village Development,  Bangladesh (FIVDB) in Sylhet were evaluated and the reports were presented.
  1. Local Government Initiative (LGI), Rapid Field Appraisal- Local Government in Bangladesh. A field survey based research was conducted in May-June 2002 in three Northern districts of Bangladesh, namely, Rajshahi, Bogra and Rangpur and field appraisal report was submitted. This research was funded by USAID.

 

  1. ‘Local Issues on Local Government’. The Project was funded by the Swiss Agency of Development Corporation (SDC). In this project some issues of local government were identified and analysed and best practices were scrutinized for for policy suggestions.

  1. Institutional Development Advisor of Systems Rehabilitation Project (SRP) of the Bangladesh Water Development Board (BWDB). From March, 1991 to May, 1995. The Project was funded by the World Bank, Europian Union and the Netherlands. The main job was to formulate a three-tier water user’s body for the gravity irrigation project of the BWDB.  The first tier was the water users committee at the outlet level, the second tier was at the branch level and the third tier as the association at the project level. Initially a pilot project was formulated and implemented at the Buri-Teesta Irrigation Project which was transmitted across ten other projects, including the Muhuri Irrigation Project and Karnaphully Irrigation Project. The water user body were motivated for the proper use of irrigation water and water tax collection. The technical part of the project was financed by the Netherlands government while the rehabilitation part by the World Bank.
